Question : COLLABORATION ON CYBER SECURITY



(a) whether a strategic collaboration on cyber security is been worked out between India and Japan;

(b) if so, the details thereof; and

(c) whether National Security Council proposes public-private partnership for cyber-security by setting up a permanent joint working group, multi-disciplinary centers of excellence etc. and if so, the details thereof;

(a) whether a Japanese company has initiated dialogue with the Government and public sector to set up an academy to build capabilities for cyber security in the country; and

(b) if so, the details thereof?

(a) and (b): India and Japan are collaborating in the area of cyber security in the form of Memorandum of Understanding (MoU) signed between Indian Computer Emergency Response Team (CERT-In) and Japan – CERT (JPCERT/CC) for exchange of information on latest threats and vulnerabilities, mitigation strategies to cyber attacks and resolution of cyber security incidents.

In addition, India and Japan also have a bilateral dialogue in the area of cyber security, the last meeting was held in Tokyo, Japan on 05.11.2012. Both sides agreed to cooperate in capacity building, both in human resources through training programmes and in infrastructure development through transfer of equipment and technology.

(c): A Joint Working Group (JWG) on Public Private Partnership (PPP) on Cyber Security under the chairmanship of Deputy National Security Advisor has been set up in September , 2013 comprising of representatives from the Government and Industry associations such as NASSCOM, FICCI, CII etc. The JWG is working towards capacity building in the area of cyber security including setting up of Centres of Excellence (CoEs), Information Sharing and Analysis Centres (ISACs) and training/awareness.

(d) and (e): Government is not aware about any such initiative.
