Question : Central Victims Compensation Scheme

(a) whether the Government has taken any action to ensure proper enforcement and utilization of the Nirbhaya Fund for the Central Victims Compensation Fund (CVCF), and if so, the details thereof;

(b) the details of the implementation of the Scheme and the funds utilized for the crime victims;

(c) the measures taken by the Government to bring uniformity in the
amount of compensation provided by the State and the proper utilization of it;

(d) the details of the funding allocation under the CVCF to the States and its utilization, State-wise;

(e) whether it is true that the minimum amount of compensation specified in the scheme cannot cater to the victim''s needs and requirements; and

(f) if so, the measures taken by the Government to increase the compensation amount?

(a) to (f): As per Section 357A of Cr.P.C., every State Government in co-ordination with the Central Government shall prepare a victim compensation scheme for providing funds for the purpose of compensation to the victim or his dependents who have suffered loss or injury as a result

of the crime and who require rehabilitation. In view of the disparity in compensation awarded to women victims by the States/UTs, the Government of India has issued the CVCF guidelines in October 2015 and revised guidelines in July 2016, which is available in the website of Ministry of Home Affairs viz www.mha.nic.in. Ministry of Home Affairs has allocated Rs. 200 crores as one time grant to the States/UTs and disbursed Rs. 190.68 crores to the States/UTs, for compensation to the women victims as per CVCF guidelines. The amount allocated and disbursed to States/UTs is at Annexe.
