Statement referred to in reply to Parts (a) to (d) of Lok Sabha Starred Question No. 226 due for answer on 14.12.2021
(a) & (b) Till date, three phases of Pradhan Mantri Gram Sadak Yojana (PMGSY) namely PMGSY-I, II and III have been launched. Apart from this, a new vertical under PMGSY called Rural Connectivity Project for Left Wing Extremism Affected Area (RCPLWEA) has also been launched to increase road connectivity in Left wing affected areas . The details are as follows
1) Pradhan Mantri Gram Sadak Yojana-I (PMGSY-I)
Pradhan Mantri Gram Sadak Yojana-I (PMGSY-I) is a one-time special intervention launched by Government of India on 25th December, 2000 for providing connectivity by way of an all weather road to the eligible unconnected habitations as per core-network with a population of 500 persons in plain areas. In respect of Special Category States (i.e. Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, Himachal Pradesh, Jammu & Kashmir and Uttarakhand), the Desert Areas (as identified in the Desert Development Programme), the Tribal (Schedule V) areas and Selected Tribal and Backward Districts (as identified by the Ministry of Home Affairs and Planning Commission), the objective is to connect eligible unconnected habitations with a population of 250 persons and above (Census 2001). For most intensive Integrated Action Plan (IAP) blocks as identified by Ministry of Home Affairs the unconnected habitations with population 100 and above (as per 2001 Census) is eligible to be covered under PMGSY. Since inception of the scheme till 8th December, 2021, a total of 6,45,627 km road length has been sanctioned, out of which, 6,10,179 km road length has been completed. The state-wise details of works sanctioned, completed and balance under PMGSY-I is given at Annexure-I.
2) PMGSY-II
PMGSY-II was launched in the year 2013, with a target for consolidation and upgradation of 50,000 Km of the existing rural road network to improve its overall efficiency as a provider of transportation services for people, goods and services. Since inception of the scheme till 8th December, 2021, a total of 49,885 km road length has been sanctioned, out of which, 45,573 km road length has been completed. The state-wise details of works sanctioned, completed and balance under PMGSY-II is given at Annexure-II.
3) PMGSY-III
PMGSY-III was launched in the year 2019 for consolidation and upgradation of 1,25,000 Km Through Routes and Major Rural Links connecting habitations, inter-alia, to Gramin Agricultural Markets, Higher Secondary Schools and Hospitals. Since inception of the scheme till 8th December, 2021, a total of 71,902 km road length has been sanctioned, out of which, 19,649 km road length has been completed. The state-wise details of works sanctioned, completed and balance under PMGSY-III is given at Annexure-III.
4) Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWEA)
Road Connectivity Project for Left Wing Extremism affected Areas (RCPLWEA) was launched in the year 2016 with the approval of the CCEA with an aim to improve the road connectivity in 44 worst affected LWE districts and some adjoining districts in 9 States, viz. Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Telangana and Uttar Pradesh. The scheme has twin objectives of enabling smooth and seamless anti-LWE operations by the security forces and also ensuring socio-economic development of the area. Since inception of the scheme till 8th December, 2021, a total of 10,231 km road length has been sanctioned, out of which, 4,561 km road length has been completed. The state-wise details of works sanctioned, completed and balance under RCPLWEA is given at Annexure-IV.
(c) & (d) The details of works sanctioned, completed and balance in the State of Bihar under the various interventions/ verticals of PMGSY is given at Annexure-V.
