(a) The total amount sanctioned in form of loan for weavers during the last years and current year across the country are as under

(b) & (c): The Government of India, has approved in November, 2011 Revival, Reform and Restructuring (RRR) package for waiver of overdue loan (100% principal and 25% of interest and 75% interest and penalty if any by Banks) as on 31/3/2010 and provide recapitalization assistance to eligible apex and primary weavers cooperative societies & individual weavers. NABARD is the Implementing agency of the RRR Package. The package was to be implemented by 31.12.2012. However, due to less coverage of eligible Co-operative Societies & individual weavers and on receipt of requests from different State Governments the package was further extended upto 28.2.2014.
(d): The State-wise details of financial package sanctioned to waive off outstanding loan amount of each handloom weaver and their cooperative societies in comparison to the State-wise demand approved by respective State Implementation Monitoring and Review Committees (SIMRC) during the said period along with the amount sanctioned/released there of is given at Annexure-I.
(e): A total of 39 Apex societies, 9683 Primary Weavers Cooperative Societies (PWCS) and 52975 individual weavers have been covered under the package. The details of total numbers of cooperative and weavers benefitted across the country including the State of Gujarat from November 2011 till date is given at Annexure-II. In order to ensure that the benefits reach to the weavers, the fund has been released by NABARD to the banks concerned from whom the societies/individual weavers had taken loans. Moreover, now loans to weavers are sanctioned against Weavers Credit Card issued by the banks.
(f) & (g): Yes, Madam. Government of India has been implementing Handloom Weavers Comprehensive Welfare scheme with the following components:
(i) Health Insurance Scheme(HIS)
The HIS was implemented upto 30.9.2014 by Office of the Development Commissioner for Handlooms and now the scheme has been replaced by introducing of Rashtriya Swasthya Bima Yojana (RSBY ) implemented by Ministry of Labour& Employment (MoLE) with enhanced benefits of Rs.37500/- (Rs.7500/- and Rs.30000/- for OP & IP treatment respectively) for a family of five members. The scheme is being implemented incorporating OP treatment facility, by MoLE for Ministry of Textile
(ii) Mahatma Gandhi Bunkar Bima Yojana (MGBBY) The basic objective of Mahatma Gandhi Bunkar Bima Yojana is to provide insurance cover to the handloom weavers in the case of natural as well as accidental death. The benefit is restricted to two children of the member covered. Benefits under the scheme are as under:-

A scholarship of Rs.300/- per quarter per child is available to students studying in IX to XII standard or for a maximum period of four years, whichever event occurs earlier. The benefit is restricted to two children of the member covered. Details of weavers covered (state-wise) under MGBBY and families covered under HIS during last three years and current year are given at Annexure-III.
