Question : Guidelines for Teacher Education

(a) whether any uniform or common guidelines regarding teacher education, their remuneration
and recruitment rules are in place by centre though the education is in the concurrent list and both
Union and State Governments are responsible and if so, the details thereof; and
(b) whether there are any directives of the Government with regard to a minimum prescribed
budget to be provisioned by States to ensure better school education and if so, the details thereof?

(a) : National Council for Teacher Education (NCTE) has been notified as an Academic
Authority under Section 23(1) of the Right of Children to Free and Compulsory Education (RTE)
Act, 2009 to lay down the minimum qualifications required for a person to be appointed as a
teacher and to coordinate & monitor teacher education and its development in the country.

For a person to be eligible for appointment as a teacher in schools, the NCTE has notified
the minimum qualifications vide notification dated 25th August, 2010 as amended from time to

However, as education is in the Concurrent List of the Constitution, the remuneration and
recruitment of teachers come in the domain of respective State Governments and UT
Administrations.

(b) : No such directives have been issued by the Central Government.
