Question : Missing Children

(a) whether incidents of missing of children and women and molestation of such children are on the rise in the country;

(b) if so, the details thereof along with the number of such cases reported separately and children handed over to their parents and women rescued during each of the last three years and the current year, State-wise;

(c) whether the Government has received a proposal from various States and organisations for creation of a national information database in respect of missing children;

(d) if so, the details thereof and the reaction of the Government thereto; and

(e) the guidelines/instructions issued to the State Governments for uploading the information regarding the missing children on the said database/website and the other steps taken by the Government to prevent the recurrence of such incidents in future?

Bureau (NCRB), number of children & women Missing/Traced/Untraced during 2013-2015 is enclosed at Annexure-I and Annexure-II. Cases reported, Cases charge-sheeted, cases convicted, Persons arrested, Persons charge-sheeted and Persons convicted under Assault on Women with intent to outrage her modesty (including girl child) during 2012-2014 is enclosed at Annexure-III.
(c) to (e): No such proposal has been received. However, Ministry of Women & Child Development has set up web portals ‘TrackChild’ and ‘Khoya-Paya’ under its centrally sponsored Integrated Child Protection Scheme (ICPS) to track the missing and found children. This portal provides facility for searching missing children and matching of missing children with the recovered/found children could also be done based on pre-defined parameters such as name, age, parents details of date of missing etc.

There are two modules on TrackChild; one is used by the Police to upload the information of a missing child after registering FIR and second module used by Child Welfare Committees (CWCs), Juvenile Justice Boards (JJBs), staff of the Child Care Institutions (CCIs) or entering information of a recovered/ found child. friendly version i.e. 2.0 TrackChild was launched for better connectivity and with enhanced features such as Mobile Application during 2015-16. The URL of TrackChild is www.trackthemissingchild.gov.in

The Ministry of Women and Child Development launched Khoya-Paya on 2nd June 2015 where citizens can report missing children as well as sightings of their whereabouts without posing much time. Found children can also be reported. Any citizen can register on KhoyaPaya by using an Indian Mobile Number. The objectives of KhoyaPaya are speedy reporting of missing and found children, locating missing children through site based interaction, citizens encouraged to provide information of sightings of abandoned, lost children and those accompanies by suspicious persons and citizens can upload information on found children.

As per the seventh schedule to the Constitution of India `Police` and `Public Order` are State subjects and, as such, the primary responsibility of prevention, detection, registration, investigation and prosecution of all crimes, within their jurisdiction lies with the State Governments/ Union Territory Administrations.
