Answer given by the minister

MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION (SHRI OSCAR FERNANDES)

(a) Estimates of per capita Net State Domestic Product (per capita income) at current prices of various States for the year 2001-02 are given in Statement enclosed.

(b) Yes, Sir. Different States have different levels of per capita income.

(c) Inequalities over the years, differences in initial infrastructure endowments, differences in development policies pursued, differences in the Programmes implementation levels and levels of community participation in development programmes, are the main reasons for regional disparities.

(d) There is a two-pronged strategy to increase the per capita income of the country namely,
(i) achieving a higher growth rate of Gross Domestic Product and
(ii) containment of population growth rate. In the Tenth Five Year Plan, Planning Commission in consultation with State Governments, has set out State-wise break up of the broad developmental targets, including targets for growth rates and poverty reduction. State specific targets take into account the potentialities and constraints present in each State and the scope for improvement in performance. The efforts of the States in this regard would be supplemented through various Special Programmes.
