QUESTION NO. 63 TO BE ANSWERED ON 27/11/2012 REGARDING SPORTS
INFRASTRUCTURE ASKED BY SHRI SANJAY SINGH CHAUHAN & SHRI JAGADANAND SINGH.
(a) Yes, Madam,
(b) Sports is a State Subject. Quantitative details of the shortage
are not available in the Ministry. However, during interaction with
the State Governments at conferences of Sports Secretaries and Sports
Ministers it has become clear that there is shortage of sports
infrastructure, equipment and other sports facilities in the country
including in rural and tribal areas.
(c) & (d) The Ministry of Youth Affairs & Sports is not providing
financial assistance for construction/renovation of sports stadia/
complexes in the States/UTs. Proposals for creation of sports
infrastructure are received from the State Governments mainly under
two schemes viz., Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA),
which was introduced in 2008-09, for development of playfields
and conduct of annual sports competitions, and Urban Sports
Infrastructure Scheme (USIS), which was introduced in 2010-11,
for creation/up-gradation of sports infrastructure facilities.
Proposals under USIS are considered on the basis of various
factors like relative merits, availability of funds, possibilities
of utilization of proposed projects etc.
Details of complete proposals received from the State Governments
for development of playfields and action taken thereon on such proposals
during the eleventh five year plan are as follows:-

(e) Under the Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA) Scheme,
1,01,33,729 sports persons benefited during the Eleventh Five year plan.
