Question : Projects-Proposals under Rural Schemes

(a) the details of the funds allocated, released and utilized during the last three years and the current year for various rural development schemes, State/UT-wise and scheme- wise;

(b) whether so many rural development projects/proposals are pending before the Government for approval;

(c) if so, the details thereof scheme-wise and State/UT-wise including the States of Kerala, Bihar, Jharkhand, Maharashtra, Odisha and Uttar Pradesh;

(d) the reasons for the pendency and the time-frame for the approval of the projects; and (e) whether the State Governments are continuously requesting for fast track approval, if so, the details thereof and the steps being taken by the Government in this regard?

(a) : The Department of Rural Development, inter alia, is implementing Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), Deendayal Antyodaya Yojana - National Rural Livelihood Mission (DAY-NRLM), Deen Dayal Upadhyay- Gramin Kaushalya Yojana (DDU-GKY), Pradhan Mantri Awaas Yojana –Gramin (PMAY-G), Pradhan Mantri Gram Sadak Yojana (PMGSY) and National Social Assistance Programme (NSAP) to bring about overall improvement in the quality of life of the people in rural areas of the country including Kerala, Bihar, Jharkhand, Maharashtra, Odisha and Uttar Pradesh through employment generation, skilling of youths, provision of social assistance and other basic amenities. The state-wise funds allocated, released and expenditure incurred under major rural development schemes during the last three years and the current year are given at Annexure-I.

(b) to (e) : Funds under various rural development programmes are released to the States/UTs in accordance with the programme guidelines based on their absorption capacity and utilization of available funds after examining the proposals received from them. MGNREGA is a demand driven programme and central funds are released to the States/UTs on the basis of agreed to labour budgets.

The Department of Rural Development has evolved a comprehensive multi-level and multi-tool system of monitoring and evaluation of the implementation of its programmes which include Review by the Union Ministers, Performance Review Committee Meetings, Vigilance & Monitoring Committees, National Level Monitors, Area Officers Schemes, Concurrent Evaluation and Impact Assessment Studies to improve the pace of implementation of programmes and to ensure that the programme benefits reach the rural poor in full measure.
