Question : Soil Erosion

(a) the details of the losses suffered by the Char districts of Assam due to soil erosion by the rivers during the last three years;

(b) the quantum of fertile soil of each district which got eroded in rivers in Assam during the said period; and

(c) the steps being taken by the Government to check the said river bank erosion?

(a) & (b) As per the figure furnished by the Government of Assam, the Revenue-Circle/ District-wise details of the losses suffered due to soil erosion in Districts of Assam with Char areas in respect of area of land eroded and family & persons displaced due to erosion of river from 2015 till December, 2017 is given at Annexure-I.

(c) Flood Management including erosion control falls within the purview of the States. The flood management & anti-erosion schemes are planned, investigated and implemented by the State Governments with own resources as per priority within the State. The Union Government renders technical guidance and promotional financial assistance to States. Government of India had launched “Flood Management Programme (FMP)” during XI Plan for providing central assistance to the State Governments for taking up works related to river management, flood control, anti-erosion, drainage development, flood proofing works, restoration of damaged flood management works and anti-sea erosion works which was continued during XII Plan.

In the State of Assam, a total of 141 projects costing Rs.2383.11 crore were approved and included under FMP. During XI Plan, 100 projects with an estimated cost of Rs.996.14 crore were approved while during XII Plan, 41 projects with an estimated cost of Rs.1386.97 crore were approved. Central Assistance amounting to Rs.748.86 crore was released during XI Plan and Rs.64.89 crore during XII Plan. Further a Central Assistance of Rs.245.49 crore has also been released during year 2017-18 to State Government of Assam. Since start of XI Plan, total Central Assistance released to State Government of Assam under FMP is Rs.1059.24 crore until 3l-Mar-18.

As informed by the State Water Resources Department (WRD), no special scheme for protection of Char areas have been formulated. However, different protection schemes have been taken up by the State WRD during XI and XII Plan with funds from North Eastern Council (NEC), Non-Lapsable Central Pool of Resources (NLCPR), National Bank for Agriculture & Rural Development (NABARD) etc.
