Question : Dedicatecd Freight Corridors Project

(a) the details of the Dedicated Freight Corridor (DFC) projects under Indian Railways;

(b) the steps taken to ensure timely completion of the Dedicated Freight Corridor projects along with the details thereof;

(c) the names of the institutions which have been assigned work under East-West DFC as well as in Prayagraj under Eastern DFC;

(d) whether the quality of the work is being examined and if so, the details thereof;

(e) whether any complaint has been registered against any of the above mentioned institutions and the action taken on the said complaints along with the details thereof and the estimated cost of the projects;

(f) whether cost has increased due to the slow pace of work related to these projects and if so, the details thereof; and

(g) the details of the land acquisition for approach roads in Uttar Pradesh along with the details of approach roads?

(a) & (b): Two freight corridors namely Eastern Dedicated Freight Corridor (EDFC) (from Ludhiana to Dankuni – 1875 km) and Western Dedicated Freight Corridor (WDFC) (from Dadri to Jawaharlal Nehru Port Trust - 1506 km) are under implementation. Several proactive measures have been taken to fast track the project such as hike in fund allocation, close monitoring, resolution of contractual issues, resolving land acquisition issues etc.

(c): The following major contractors have been awarded work in EDFC & WDFC:
(I) In EDFC:

(d): Quality of work is being checked and monitored as per Quality Assurance Plan (QAP) approved by the Project Engineer. Moreover, the materials being used and finished works on the project has to be conforming to the relevant codes & specifications, which is ensured

through regular periodical testing at site and at in-house/reputed National Accreditation Board for Testing and Calibration Laboratories (NABL) accredited labs, as prescribed in various codes and contractual provisions.

(e): Currently, no complaint is existing/pending against above mentioned institutions/ contractors. The estimated cost of these projects is as under:-

(i) EDFC is ` 30,358 crores including cost of land; and

(ii) WDFC is ` 51,101 crores including cost of land.

(f): Most of the construction activities have got adversely affected due to impact of Covid-19 pandemic and imposition of lockdowns. Price escalation on account of time extension necessitated due to Covid/lockdown is payable under Price Variation clauses in contracts.

(g): Total 56.8772 Ha. land has been acquired for approach road mainly for ROBs over DFC alignment in the State of Uttar Pradesh.
