(a) & (b): As per Rule 7 (ii) of the Central Civil Service (Conduct) Rules, 1964, no Government servant shall resort to or in any way abet any form of strike in connection with any matter pertaining to his service or the service of any other Government servant. However, strikes have been reported in the last 3 years in 3 Central Hospitals in Delhi as per details given below:

(c): The following measures have been taken by the Government/hospitals to check recurrence of such incidents in future:
(i) Security has been strengthened by increasing the number of security personnel, formation of Quick Response Teams (QRTs), installation of CCTV cameras, etc. to protect doctors/staffs/paitents from any incidence of manhandling;
(ii) Training in soft skills for handling patients in critical and emergency situations;
(iii) Circulars are issued from time to time by the hospital authorities sensitizing the doctors/staffs to refrain from any such activity which would disrupt the patient care service in these hospitals; and
(iv) For better service conditions, service matters of doctors/nurses/staffs are taken up from time to time by the administration as per rules and procedures.
