(a) & (b): Yes, Madam. The Government makes allocation of foodgrains to the States/UTs under Targeted Public Distribution System (TPDS). Allocation of PDS kerosene is also made to the States/UTs on quarterly basis for distribution under PDS for cooking and illumination only. The Central Government has decontrolled the sugar sector by removing the levy obligation on sugar mills from 2012-13 sugar seasons. Under the new dispensation of sugar distribution through PDS, the State Government/UTs procure it from the open market and make it available at the retail issue price of Rs. 13.50 per kg. The Central Government is reimbursing fixed subsidy to the States/UT’s @ Rs. 18.50 per kg limited to the quantity based on their existing fixed quota. There is no scheme to distribute edible oil under PDS. The details of foodgrains (rice and wheat), sugar and kerosene (SKO) allocated to States/Union Territories (UTs) during the last three years are at Annexure-I to III. The Government also provides subsidy and
assistance to States for computerization of Targeted Public Distribution System (TPDS), construction of storage capacity, etc. for smooth functioning of TPDS.
(c) : There has been no reduction in the quota of sugar or entitlement of foodgrains of the States/UTs under PDS. Allocation of PDS Kerosene is rationalized on various factors, such as increase in Domestic LPG/PNG connections, non-lifting of PDS Kerosene quota by the concerned States/UTs in earlier years and cap on the per capita PDS Kerosene allocation for non-LPG and non –PNG population.
(d): Government has enacted National Food Security Act (NFSA) which provides for coverage of 2/3rd population in the country for receiving subsidized foodgrains under TPDS, corresponding to which State/UT wise coverage has been determined. Based on the suggestions received during consultation, a provision has been made in the Act for protecting the average offtake of the States/UTs under erstwhile TPDS. The States which have not implemented the Act, have requested for additional allocation of foodgrains and a quantity of 1.87 lakh tons have been additionally allocated for Above Poverty Line (APL) and Below Poverty Line (BPL) families in the non-NFSA States during the current year. In addition, requests have also been received from the States of Andhra Pradesh, Telangana, Karnataka, Maharashtra, Madhya Pradesh, Gujarat, Uttar Pradesh, Jharkhand, Rajasthan and Chattisgarh for additional allocation of foodgrains for distribution to the beneficiaries in the drought affected areas. Based on their requests, allocation of 23.80 lakh tons foodgrains has been made to these States during 2015-16 and 2016-17 as per the demand projected by them. Further, a quantity of 1.72 lakh tons of foodgrains have also been allocated to the States for their other additional requirements under PDS.
There has been demand from State Govts of Gujarat, Kerala, Punjab, Telangana and Jharkhand for extending the coverage of distribution of sugar to the beneficiaries through PDS. Due to financial constraints, the State/UT Governments have been advised to extend the coverage at their expense.
There has also been requests from various State Governments for enhancement of their SKO Quota which have not been acceded to. Government has, however, allowed the States/UTs to draw one month quota of PDS SKO at non-subsidized rates during each financial year w.e.f. 2012-13 for special needs.
(e) There is no such proposal under consideration.
