MINISTER OF STATE IN THE MINISTRY OF TRIBAL AFFAIRS(SHRI MANSUKHBHAI DHANJIHAI VASAVA)
(a) to (b): Any legislation for inclusion in, or exclusion from and other modifications in the Orders specifying lists for Scheduled Castes and Scheduled Tribes, can be made after following the requisite modalities. The Government of India on 15-6-1999 (further amended on 25-6-2002), has laid down the modalities for determining the claims for inclusion in, exclusion from and other modifications According to these modalities, only those proposals which have been recommended and justified by the concerned State Government/Union Territory Administration and concurred with by the Registrar General of India (RGI) and the National Commission for Scheduled Tribes (NCST) are to be considered for amendment of legislation.
(c): The proposals for inclusion of following communities as Scheduled Tribes has been agreed by the concerned State Governments i.e. of Tamil Nadu and Chhattisgarh, as well as by the Registrar General of India (RGI) and National Commission for Scheduled Tribes (NCST) :-
(i) `Narikoravan/Kurivikkaran` in entry 37 in Tamil Nadu.
(ii) Substitution of entry 25 of the STs list of Tamil Nadu by `Mlai Vellalar, Karlar, Karalar Gounder, Malayali Gounder` in Tamil Nadu.
(iii) `Dhanuhar/Dhanuwar` in entry 14 in Chhattisgarh.
(iv) `Bhuinya, Bhuiyan, Bhuyan` in entry 5 in Chhattisgarh.
(v) `Kisan` in entry 32 in Chhattisgarh.
(d) & (e): Any legislation for inclusion in, or exclusion from and other modifications in the Orders specifying lists for Scheduled Tribes, can be made after following the requisite modalities.
