(a) & (b) Yes Sir. The Government has signed a Memorandum of Understanding on Labour,
Employment and Manpower Development with the State of Kuwait. The Memorandum of
Understanding inter-alia, would facilitate recruitment of manpower between the two
countries and ensure welfare of the Overseas Indian workers. The Memorandum of
Understanding also envisages constitution of a Joint Working Group of the two countries
to implement the same.
(c) The Memorandum of Understanding shall become effective from the date of serving a
final notice by both parties announcing that it has fulfilled the legal requirement to
implement the Memorandum of Understanding.
