Question : POSTAL TRAINING CENTRE



(a) whether the Government has set up any Postal Training Centre in the country;

(b) if so, the details thereof, State and location-wise;

(c) whether the Government proposes to set up more such centres and if so, the details thereof, State-wise including Odisha; and

(d) whether the Government any has plan to make Bhubaneswar as an IT city and if so, the details thereof?

(a) Yes, Madam.

(b) The apex training institute of the Department of Posts, the Rafi Ahmed Kidwai National Postal Academy (RAKNPA), is located at Ghaziabad (Uttar Pradesh). This training institute caters to the training requirements of Group ‘A’ and ‘B’ Officers. Other Postal Training Centres (PTCs) are located at Darbhanga (Bihar), Guwahati (Assam), Mysore (Karnataka), Madurai (Tamil Nadu), Saharanpur (Uttar Pradesh) and Vadodara (Gujarat). These are meant for training to other categories of staff.

There are also 5 Zonal Training Centres (ZTCs) at Postal Accounts Offices located at Delhi (Delhi), Kolkata (West Bengal), Lucknow (Uttar Pradesh), Nagpur (Maharashtra) and Chennai (Tamil Nadu).

(c) Yes, Madam. The XIIth Five Year Plan envisages setting up of new PTCs in the States of Andhra Pradesh, Jammu & Kashmir, Kerala, Maharashtra, Rajasthan and West Bengal.

(d) The Government of Odisha has submitted a proposal to the Department of Electronics & Information Technology (DeitY) to set up an Information Technology Investment Region (ITIR) near Bhubaneswar covering 27 revenue villages over an area of 41.32 Sq. Kms. The proposal envisages an investment of Rs. 16,043 crores in two phases over the period of 2014-2030 and employment generation to the extent of 2.37 lakhs.
