Question : Allocation of Funds for AYUSH

Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state:

(a) whether the Government has allocated adequate funds and created infrastructural facilities for the development of AYUSH in the country;

(b) if so, the details thereof along with the funds sanctioned, released and utilised in this regard during each of the last three years and the current year, State/UT-wise; and

(c) whether the Government has set up/ proposes to set up regulatory bodies for regulation of educational institutions and practitioners including the maintenance of register of practitioners in respect of AYUSH and if so, the details thereof?

(a): Yes.
(b): The total sanctioned Budget and Expenditure for the last three years and the current year is as under :

State/UT-wise details of funds sanctioned, released and utilised including infrastructural facilities may please be seen at Annexure.
Under Central Sector Schemes important infrastructure related initiatives include :
i) Funding to 29 (twenty nine) projects for creating infrastructure facilities under the ‘’Centre of Excellence Scheme’’ of the Ministry.
ii) Funding support to 10 (ten) projects till date for creating infrastructure facilities under ‘’Development of AYUSH Cluster Scheme’’ of the Ministry.
iii) Support for creating Infrastructure facilities for development of eleven National Institutes relating to AYUSH Sector.
Under Centrally Sponsored Scheme a new scheme namely ‘National AYUSH Mission’’ has become operational w.e.f. 29.9.2014, by restructuring the erstwhile four Centrally Sponsored schemes (Development of Institutions, Hospital and Dispensaries, Quality Control of ASU & H drugs & National Mission on Medicinal Plants), as per guidelines of the scheme and demand from the State/UT Governments.
(c): Health is a State subject. However, Government of India has set up two regulatory bodies, namely Central Council of Indian Medicine (CCIM) under Indian Medicine Central Council (IMCC) Act 1970 for regulation of educational institutions and practitioners including maintenance of register of practitioners in respect of Ayurveda, Unani and Siddha Systems of medicines and Central Council of Homoeopathy (CCH) under Homoeopathy Central Council Act, 1973 for regulation of educational institutions and practitioners including maintenance of register of practitioners in respect of Homoeopathy system of medicines. At present Yoga and Naturopathy, are not regulated.
