Question : Compensation to Victims of Acid Attacks

(a) whether sexual offences and acid attacks on women have been reported in the country;

(b) if so, the number of such cases reported during each of the last three years and the current year, State-wise;

(c) whether the Government has any proposal to provide compensation to the
victims of sexual offences and acid attacks;

(d) if so, whether the Government has finalized the guidelines for setting up of a fund to reimburse the State Governments for financial assistance extended to such victims; and

(e) if so, the details thereof and the total funds earmarked for each State and the amount of compensation likely to be paid to a victim of such offences?

(a) & (b): As per information provided by the National Crime Records Bureau (NCRB), a total of 36,735 cases, 4,234 cases, 82,235 cases, 9,735 cases, 8,904 cases and 137 cases were reported under rape (section 376 IPC), attempt to commit rape (section 376/511 IPC), assault on women with intent to outrage her modesty (section 354 IPC), insult to the modesty of women (section 509 IPC), the Protection of Children from Sexual Offences Act, 2012 and acid attack on women (section 326A IPC) respectively in the country during 2014 (Annexure-I.) State/UT wise cases reported under such crimes reported during 2014 and 2015 is enclosed at Annexure-II. Data for the year 2015 is provisional.

(c) (d) & (e): Ministry of Home Affairs has set up a Central Victim Compensation Fund (CVCF) with an initial corpus fund of Rs 200 crore from the Nirbhaya Fund. As per the Central Victim Compensation Fund Scheme, the State Governments are to modify the State Victim Compensation Scheme (VCS) suitably in view of the implementation of the CVCS guidelines, which is also available on the website of this Ministry viz www.mha.nic.in.

As per the seventh schedule to the Constitution of India `Police` and `Public Order` are State subjects and, as such, the primary responsibility of prevention, detection, registration, investigation and prosecution of crime, lies with the State Governments/ Union Territory Administrations.
