Question : FUND FOR RESEARCH WORK IN AGRICULTURE



(a) the current status of agriculture development in the country;

(b) whether the amount of investment on research and development in agriculture sector is not adequate;

(c) if so, the details of the funds earmarked for incentives/research for development of agriculture during the last three years and the current year, State-wise; and

(d) whether the Government proposes to increase the allocation for research and development in agriculture and if so, the details thereof?

(a) Please see Annexure-I.

(b) The total plan outlay of DARE/ICAR was 12023.00 crore during XIth Five Year Plan, which was 0.56% of the plan outlay of the country. The same was raised to 25553.00 crore in the XII Five Year Plan which was 0.70% of the total plan outlay of the country.

(c) The DARE/ICAR does not allocate funds state-wise but sector wise and its schemes are spread all over the states for which the total allocation was as follows:-

(d) The XII Plan working group constituted by Planning Commission had recommended Rs.55,000/- crores as XII Plan Outlay to the Department of Agricultural Research and Education/Indian Council of Agricultural Research (DARE/ICAR) against the XII Plan Outlay proposed by DARE/ICAR to the tune of Rs.57,887.21 crores. The Planning Commission has communicated Rs.25,553.00 crores to DARE/ICAR during XII Plan which is an increase over the XI Plan outlay of Rs.12,023.00 crores.
