Question : Welfare of Handicapped

(a) the total works carried out in Bharatpur District of Rajasthan for the welfare of Handicapped persons during the last three years and the current year;

(b) the total amount released for the said works; and

(c) if not, the reasons therefor?

(a) to (c) Relief to Persons with Disabilities (PwDs) is a State subject by virtue of Entry 9 of the State List of the Constitution of India. However, the Central Government supplements the efforts of the State/UT governments for empowerment of PwDs through various schemes and programmes which are applicable across the country. So far as the Bharatpur District of Rajasthan is concerned, the number of beneficiaries and the amount released under various schemes of Department of Empowerment of Persons with Disabilities during the last three years and current year are as under:-
(i) Aids & assistive devices provided to 409 Divyangjan including 01 Cochlear Implant surgery under the Scheme of Assistance to Disabled Persons for Purchase/Fitting of Aids/Appliances(ADIP). An amount of Rs.52.97 lakh has been utilized for providing the aids & assistive devices to divyangjan.
(ii) Scholarship amount of Rs.37.64 lakh provided to 86 students with disabilities under the Umbrella Scheme - Scholarship for Students with Disabilities.
(iii) Under the Deendayal Disabled Rehabilitation Scheme (DDRS), an amount of Rs. 26.41 lakh has been released as financial assistance to Non-Government Organisations for various projects for the welfare of Person with Disabilities (PwDs).
(iv) 13039 Unique Disability ID (UDID) cards have been generated for the Bharatpur District of Rajasthan. Under this project, an amount of Rs. 1.00 lakh has been released to the Government of Rajasthan for Bharatpur District for procurement of IT infrastructure at the office of Chief Medical Officer (CMO) in 2018-19.
(v) The National Trust, a statutory organization under the Department is implementing the Gharaunda (Group Home for Adults) Scheme at Mahila Bal Vikas Gramoudhyog Shiksha Samiti, Bharatpur since 19.04.2017. Under the scheme residential care facility is being provided to 9 female beneficiaries. An amount of Rs.16.15 lakh has been released under the scheme so far.
