Question : NATIONAL AIDS CONTROL PROGRAMME



(a) the number of persons suffering from AIDS in the country till date;

(b) whether the Government proposes to take any specific steps so that the number of HIV/AIDS patients are reasonably reduced during the current year;

(c) the details of financial assistance received from the foreign organisations to check the spread of the disease;

(d) the details of the National AIDS Control Programme (NACP-III) being implemented for halting the spread of HIV/ AIDS in the country; and

(e) the role envisaged for the elected representatives and other local bodies in the NACP-III?

MINISTER OF THE STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE (SHRI GHULAM NABI AZAD)

(a) Till may 2009, 13,84,772 no. of HIV+ persons have been detected of which 3,38,013 were AIDS Cases.

(b) & (d): Under NACP-III following activities are being undertaken to prevent and control HIV/AIDS:-

1. Prevention of Mother to Child Transmission

2. Integrated Counseling and Testing Services

3. Blood Safety Programme

4. Targetted Interventions for High Risk Groups and vulnerable population

5. Diagnosis and treatment of Sexually Transmitted Infections

6. Care, Support and Treatment Programme

7. Public awareness Programme

(c): Government of India receives contribution through the budget from various multilateral /bilateral agencies si-rh as World bank, DFID, Global Fund, USAID & UNDP for implementing the National AIDS Control Programme (Phase-Ill). Details are given in Statement-I. Extra- budgetary support in the form of Technical assistance, human resources, training, commodity assistance etc is also provided by UN organizations and private agencies like Bill & Melinda Gates Foundation, Clinton Foundation, etc.

(e): The role envisaged for elected representatives and other local bodies in NACP-III is to provide political commitment for the National AIDS Control Programme at the highest level and facilitate an enabling environment, free from stigma and discrimination against people living with HIV/AIDS (PLHA)
