Question : Schemes of Renewable Energy for Rural Areas

(a) the details of the schemes/programmes being implemented by the Government for providing electricity using renewable energy sources including solar energy in remote and rural areas in the county;

(b) the total number of villages identified for electrification during the current year and the next two years in the country, State/UT-wise ;

(c) the total funds sanctioned and utilised by various State Government for the purpose during the last three years and the current year, State/UT-wise;

(d) the time by which all such remote villages in the country are likely to be electrified; and

(e) the details of subsidies being provided to consumers in rural areas under each scheme,-wise, State/UT-wise?

(a): Following programmes are being implemented for providing Off grid renewable Energy systems to remote and rural areas in the country:
(i) MNRE is providing Central Financial Assistance under Off-grid and Decentralized Solar Programme for setting up Solar PV systems in remote and rural areas.
(ii) Ministry of Power is implementing Decentralized Distributed Generation (DDG) programme under Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) for providing Renewable Energy systems to un-electrified villages/habitations (UEVs) where grid connectivity is either not feasible or not cost effective. DDG can be from conventional or renewable sources such as biomass, biofuels, biogas, Mini hydro, solar etc.

(b): 3,124 villages across the country have been identified for providing Renewable Energy systems through DDG as on date based on information received from States. State-wise list of 3,124 UEVs is enclosed as Annexure- 1.

(c): Year-wise sanction of funds and utilization of funds in the last 3 years is enclosed as Annexure -2 and Annexure -3 respectively
(d): All such remote villages in the country are proposed to be provided with Renewable Energy systems before 1st May, 2018.
(e): Following are the subsidies being provided to the consumers in rural areas :

(i) MNRE provide 30 % capital subsidy under Off grid and decentralised Solar PV scheme.
(ii) In all the DDG projects, there is a provision of free service connection to all BPL Households. However in case of APL Households only access to electricity is given and they are required to apply for connection by paying the prescribed charges fixed by the respective states.
