(a) the measures taken for a balanced approach for growth with equitable distribution of resources to promote equal employment generation and investment to develop poorer States;

(b) whether millions of poor are struggling for access to basic services in rural areas; and

(c) if so, the action taken to promote growth, investment and employment generation in such rural areas?

(a) to (c): The Ministry of Rural Development implements a number of programmes for poverty alleviation, employment generation, infrastructure development, areas development and provision of basic amenities in the rural areas. The Ministry also implements the Accelerated Rural Water Supply Programme (ARWSP) in addition to Swajal Dhara and Total Sanitation Campaign for provision drinking water and Sanitation facilities in the rural areas. Allocation of funds to the States is made based on the poverty ratio and economic backwardness to ensure equitable growth.
