Question : HURDLE IN CENSUS OPERATION



(a) whether there are reports that the census work is being obstructed by naxalites and other criminal elements in various parts of the country;

(b) if so, the details thereof;

(c) the total number of persons arrested and the action taken against them, Statewise; and

(d) the measures adopted to ensure that the census is completed without any obstruction and within the stipulated time frame?

(a) & (b): Yes Madam. The Census [Houselisting Operations (HLO)]/ National Population Register (NPR) work has been substantially completed in all States/UTs except J&K and parts of Manipur, Chhattisgarh and West Bengal. As per the reports received from States of Chhattisgarh and West Bengal, the HLO and NPR has not been completed in Naxal affected areas in around 300 villages of Chhattisgarh and around 375 villages of West Bengal.

(c): No arrest has been made.

(d): In order to complete the HLO and NPR work in these Naxal/LWE affected areas, the time period has been extended upto September 30, 2010. Extra funds have been allocated for publicity of the Census work for creating awareness among the public so that they cooperate and participate in smooth conduct of Census and to convey the message that the Census work is primarily meant for development.
