Question : GRANTS TO STATE UNIVERSITIES



(a) the criteria adopted for granting funds to State Universities;

(b) whether the State Universities are getting less grants from the University Grants Commission as compared to the fully financed Central Universities;

(c) if so, the factual position in this regard; and

(d) the action proposed to be taken to enhance the grants to the State Universities so that they could meet their requirements?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF THE LOK SABHA STARRED QUESTION NO. 127 TO BE ANSWERED ON 27.11.2001 REGARDING GRANTS TO STATE UNIVERSITIES ASKED BY SHRI JAIBHAN SINGH PAWAIYA AND SHRI SHIVRAJ SINGH CHOUHAN


(a): According to the information furnished by University Grants Commission, (UGC), a State University is eligible to receive financial assistance from UGC provided it is recognized for Central assistance in terms of Section 12(B) of the UGC Act. All eligible State Universities receive financial assistance from UGC under Normal Development Scheme on plan-to-plan basis. In addition, the universities are also considered to receive grants for certain special schemes meant for universities, provided they satisfy the conditions laid down in the respective guidelines.

The quantum of development assistance provided to such universities during the 9th plan period was decided on the basis of some parameters like age of the University; student enrolment at different levels (i.e. Undergraduate, Postgraduate and Research levels); number of departments; number of faculty; enrolment of women students; enrolment of students belonging to SC/ST categories; and location of the university.

(b) & (c): Central Universities are established by Acts of Parliament and State Universities by Acts of State Legislatures. Development and maintenance expenditure of Central Universities is met by the Central Government through UGC and that of the State Universities is met by the respective State Governments. The UGC, as a supplement, provides only the development grant to the eligible State Universities as per the prescribed norms and subject to the availability of resources. The parameters for considering the proposals under special schemes for both the Central Universities and State Universities are the same.

(d): The allocation to State Universities is proposed to be enhanced in the 10th Plan.
