Question : ALLOCATION OF FUNDS



(a) the per capita amount of money allocated for Agriculture and Rural Development during each of the last three years, State-wise;

(b) the amount sought by each of the State Governments and the amount sanctioned by the Union Government for the said purpose during the aforesaid period; and

(c) the criteria prescribed by the Union Government for allocation of funds to the State Governments?

(a) & (b) The total Plan outlays of the States are decided through consultations between the Deputy Chairman, Planning Commission and the Chief Ministers Concerned, keeping in view the availability of resources. Resources available consist of Central assistance and States` own resources. The sector wise allocations within the total plan outlay are proposed by the States and finalised in consultation with the Planning Commission, keeping in view State`s priorities and the overall objectives of the Five Year Plans. These are not decided on a per capita basis. Statements indicating the State wise allocations for Agriculture and Rural Development for the State Plans for the years 1998-1999 and 1999-2000 & 2000-01 and per capita allocation arrived at by dividing total allocation by the respective population of the States are at Annexure I & II.

(c) Central Assistance for State Plans is provided in the form of Block Loans and Grants, which are allocated on the basis of Gadgil-Mukherjee formula approved by the National Development Council in 1991. According to this formula central assistance to state plans is allocated on the following basis: -


1) 30% of total assistance is reserved for special category states 2) for each group (special category/non-special category) the assistance is allocated on the criteria given below:-
