(a) & (b) : Expansion and Restructuring of education is an ongoing process, as also recognised by the National Policy on Education 1986, as modified in 1992. Government is committed to raising the Gross Enrolment Ratio (GER) in all sectors of education during the Eleventh Five Year Plan period. The process of expansion, which must also address issues of Access, Equity and Quality, is subject to the availability of resources.

(c) & (d): Foreign Direct Investment (FDI) in education, including higher education, is already being allowed under the automatic route, without any sectoral cap, since February, 2000, vide Order No.7(4)/2000-IP dated 11 February, 2000, issued by the Department of Industrial Policy & Promotion of Government of India. However, entry and operation of Foreign Educational Institutions would be subject to the policy and law in this regard.
