Question : Funds for Modernisation of State Police Force

(a) whether the Government has received proposal for modernization of State Police Force in the country and if so, the details thereof and the action taken by the Government thereon;

(b) the total funds granted, allocated and utilized for modernisation of police force and construction of police stations separately during each of the last three years and the current year, State-wise including Telangana and Andhra Pradesh;

(c) whether the Government has received any request from the States for grant of additional funds for modernisation of police force;

(d) if so, the details thereof and the number of such requests received and funds released separately during the said period;

(e) whether the funds released under the scheme has been reduced for some of the States and if so, the details thereof and the reasons therefor, State-wise including Maharashtra and Gujarat;

(f) whether funds allocated to States for modernisation of police force are being utilized for other purposes by the State Governments and if so, the details thereof and the action taken by the Union Government in this regard; and

(a): Under Modernisation of State Police Forces Scheme, the State Governments formulate State Action Plan (SAP) every year as per the guidelines issued by Ministry of Home Affairs (MHA) and submit the same to MHA for approval of High Powered Committee. During the current financial year (2015-16) also all the 29 States have already submitted their State Action Plans, which have been approved by HPC.

(b): The details of funds released during the last three years and allocation for current year (2015-16) are at Annexure.

(c) & (d): Requests for additional funds are received from the States from time to time. However, no additional fund is available for States under MPF Scheme.

(e): Funds once released cannot be reduced.

(f): There can be modification in items to be procured under MPF Scheme with the approval of the Competent Authority. A letterwas received regarding misuse of funds under MPF Scheme in one State. As per Government guidelines, the complainant was requested to confirm that he has actually made the complaint. However, no response has been received from the complainant. There is periodic audit of MPF Scheme by Internal Audit Wing of MHA/CAG.

(g): The Central Government has been supplementing the State Governments through the aforementioned Scheme which include funds for weaponry and training infrastructure. However, Police being a state subject as per the Seventh Schedule of the Constitution of India, the primary responsibility for modernizing the Police Force in the respective States lies with the State Government.
