Question : Subsidy on DAP & Organic Fertilizers

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:

(a) whether the Government proposes to transfer the amount of subsidy on DAP directly into the accounts of farmers. If so, the details thereof, if not the reason therefor;
(b) whether the Government proposes to give sufficient subsidy on the organic fertilizers on lines of inorganic fertilizers such as urea, phosphorus so that grains, fruits and vegetables produced through the organic farming could be available at lower prices; and

(c) whether the Government proposes to provide a market for organic produces/ products by developing new agricultural system/reforming the rules?

(a) : The Government is exploring the various possibilities of transferring the fertilizer subsidy, including on DAP, into the account of the farmers.

(b) : Yes madam. The Government is providing subsidy on organic fertilizers through various schemes/ programmes under National Mission for Sustainable Agriculture (NMSA), Paramapragat Krishi Vikas Yojana (PKVY) and policy for promotion of City Compost.

(c) : NMSA provides for setting up of mechanized fruit/vegetable market waste/agro waste compost production unit. PKVY provides adoption of organic farming through cluster approach under Participatory Guarantee System (PGS) certification. Policy for promotion of City Compost provides for Market Development Assistance (MDA) of Rs.1500 per tonne of City Compost for scaling of the production and consumption of the product.
