Question : National Culture Fund

a) whether the Government has achieved the objective for which National Cultural Fund was set up and if so, the details thereof;

b) the challenges faced by the Government while implementing National Cultural Fund and the details of projects undertaken and funds sanctioned so far, State/UT-wise;

c) whether many projects of conservation of monuments through PPP has hit rough waters or failed to take off due to lack of coordination between ASI & sponsoring institutions and if so, the details thereof and the reasons therefor;

d) whether quality of NCF financed PPP conservation projects are reported to be sub-standard and if so, the details thereof and the remedial measures taken thereon; and

e) the steps taken by the Government to review the functioning of NCF for its effective implementation?

a) Yes, Sir. National Culture Fund (NCF) has been set up to nurture partnerships in the field of culture and heritage with private and public sectors, private institutions, foundations etc. to mobilize resources for the restoration, conservation, protection and development of India’s rich, natural, tangible and intangible heritage. Accordingly, 83 projects have been sponsored/ taken up in the Country.

b) Sometimes challenges are faced to ensure coordination among donor/sponsor, work executing agency and the owner of tangible or intangible property under whose supervision or satisfaction work is implemented. The details of projects undertaken are at Annexure-I

c) No, Sir. In order to ensure that NCF sponsored ASI projects are implemented effectively, a Project Implementation Committee (PIC) under DG, ASI has been set up. The PIC meets at regular intervals to address all concerned issues.

d) No, Sir.

e) The Government had constituted a small committee under Financial Advisor in the Ministry of Culture in 2019 for exploring ways of restructuring and reinventing the National Culture Fund. On the basis of recommendation of the Committee, the functioning of the NCF has been streamlined with proper staffing support and technological upgradation/intervention.
