Question : Upgradation of District Hospitals and Maternity Centres

Will be Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the parameters for upgradation of district hospitals and maternity centres;

(b) whether the Government accords preference to the upgradation of hospitals located in areas having larger population of minorities and SC/ST;

(c) whether the Government has received any proposal for upgradation of district and maternity centres; and

(d) if so, the details thereof along with the steps taken by the Government in this regard, State/UT wise particularly in Barabanki and Lucknow districts to Uttar Pradesh?

(a) Public health and hospitals is a State Subject, however, under the National Health Mission (NHM), financial and technical support is provided to States for healthcare systems strengthening including for strengthening districts hospitals for multi-specialty care and for development as sites for training and teaching, especially clinical learning, for different levels of health care service providers. Such support is based on proposals, received from the states/UTs, which getapprovedas per the available resources and existing norms that includes footfalls in OPD/IPD, bed occupancy, space availability etc.
District Hospitals having more than 70% bed occupancy can be upgraded with an additional Maternal & Child Health wing or maternity centre, if proposed by the States/UTs in the Programme Implementation Plan (PIP).

(b) States are encouraged to strengthen their health systems with the objective of providing equitable, affordable andaccessible health care especially to vulnerable and marginalized population. Preference is accorded to aspirational districts and high priority districts while sanctioning proposals received from the States for Health Systems strengthening.

(c) &(d) Status of up-gradation in district Hospitals and Maternity centres,State/UT wiseincluding Uttar Pradesh is at Annexure.

As informed by the State Governmentof Uttar Pradesh,upgradation of Shayama Prasad Mukherjee(SPM) Civil Hospital, Lucknow, a 100% state funded project,has been undertaken by them.
