Question : ISSNIP

Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:

(a) whether the State Governments have received applications at State/district level for consultancy service under ICDS Systems Strengthening and Nutrition Improvement Project (ISSNIP) but there consultants are not being appointed in absence of guidelines of the Union Government;

(b) if so, whether the Union Government intends to issue guidelines to the States in this regard;

(c) if so, the details thereof; and

(d) if not, the reasons for delay in this regard along with the reaction of the Government thereto?

(a) to (d) Ministry of women and Child Development has issued necessary guidelines on 18.01.2016 with reference to essential qualification, experience, terms of reference for the consultants to be engaged in the eight States, viz. Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh, under ISSNIP. Accordingly, respective State Governments are to engage personnel at State, District and Block level against temporary contractual positions for implementation of International Development Association (IDA) assisted ICDS Systems Strengthening and Nutrition Improvement Project (ISSNIP).
