Question : Job Losses

(a) whether the Government has any information about job loss in the country during the last three years;

(b) if so, the details thereof and the factors responsible for such job losses;

(c) whether the textile, banking, infrastructure, information technology and even organized sectors have been affected by job losses; and

(d) if so, the details thereof and the strategies formulated by the Government to address the job losses in various sectors in an effective way?

(a & b): As per the results of surveys on employment and unemployment, annually conducted by Labour Bureau, Ministry of Labour, the unemployment rate on usual status basis for persons aged 15 years and above in country during 2012-13, 2013-14 and 2015-16 was 4.0%, 3.4% and 3.7% respectively.


(c) & (d): Labour Bureau, Ministry of Labour and Employment, has been conducting Quarterly Quick Employment surveys in the selected eight sectors and as per the results of the Survey, the change in employment in selected eight sectors were 0.77 lakh in 1st July over 1st April 2016, 0.32 lakh in 1st October over 1st July 2016 and 1.22 Lakh in 1st January 2017 over 1st October 2016 in the country.

Employment generation is a key priority of the Government. Government has focused on making employment opportunities accessible to unemployed persons. In order to improve the employability of youth, around 22 Ministries/Departments run skill development schemes across various sectors. According to the data compiled by National Skill Development Agency, M/o Skill Development & Entrepreneurship (MSDE), number of persons skilled across various sectors was 1.04 crore during 2015-16. Government announced a booster package of Rs. 6000 crores for the textile sector which is an employment intensive sector. Pradhan Mantri Kaushal VikasYojana (PMKVY) is the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE). The objective of this Skill Certification Scheme is to enable a large number of Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood. Individuals with prior learning experience or skills will also be assessed and certified under Recognition of Prior Learning (RPL).
