Question : Criteria for Construction of Overbridges

(a) the criteria prescribed for the construction of overbridge/small bridges/culverts in public interest on National Highways (NHs) in the country;
(b) the number of such new bridges/culverts etc. constructed in public interest on NHs in the country during the last three years, State and highway-wise including Gujarat;
(c) whether it is a fact that local public representatives, villagers and students have been demanding for construction of a new ‘aariwal‘ culvert/ overbridge at village Bandar Sindri in Kishangarh Tehsil on National Highway No-8 in view of increasing number of accidents;
(d) if so, the details thereof along with the action taken by the Government in this regard; and
(e) whether the Government proposes to construct a new ‘aariwal‘ culvert/overbridge at the said location in view of the long pending demand and if so, the details thereof along with the time by which it is likely to be constructed?

(a) "Road over Bridge (ROB)" is built over all Railway crossings on National Highways either on standalone basis or as part of a project involving improvement and upgradation of a section of National Highway. Small bridge is a structure over a depression or obstruction having overall length equal to or less than 30m and individual span length not more than 10 m and it is generally provided over small streams and rivers depending upon hydrological requirements. Culvert is a cross-drainage structure having total length of 6m or less and it is generally provided over small water courses or to prevent water stagnation on either side of National Highway.
(b) The State-wise details of bridges and culverts constructed on NHs during last 3 years is placed at Annexure-I.

(d) It is submitted that the site has been inspected by field staff of NHAI and Independent Engineer. All necessary safety measures like blinkers, studs, traffic signs, road markings, etc. have been provided by NHAI at this location as per site requirement and IRC standards.
(e) NHAI has taken up preparation of Detailed Project Report (DPR) to reassess traffic on the road in view of construction of Delhi –Vadodara Expressway and further decision on the construction of underpass at village –Bandar Sindri will be taken up based on the outcome of the DPR.
