Question : BLOOD REQUIREMENT AND COLLECTION



(a) the estimated units of blood required and collected annually from various sources in the country, State/UT-wise;

(b) the number of blood donation camps organised during each of the last three years and the current year along with the rules, framework and regulations formulated by the Government for organising the same in the country, State/UT-wise;

(c) the steps taken/ proposed to be taken by the Government to promote blood donation and connect the blood banks for efficient availability of blood in the country;

(d) whether a number of unlicensed/ illegal blood banks and blood storage centres are reportedly operating in the country, if so, the details thereof and the reasons therefor, State/UT-wise; and

(e) the corrective measures being taken by the Government to put in place an effective monitoring mechanism to curb their activities in the country?

THE MINISTER OF HEALTH AND FAMILY WELFARE (DR. HARSH VARDHAN)

(a): The estimated requirement of blood in the country is 10-12 Million units per annum. The annual collection is 9.9 million in FY 2013-14 State/UT-wise list is placed at Annexure I.

(b): The requirements of premises, personnel, equipments and organizations permitted to conduct a blood donation camp are provided under Schedule “F” (Part XII-B Sub part-II) of the Drugs and Cosmetics Rules, 1945. Number of donation camps organized during last 3 years and current year in the country state/ UT wise is place at Annexure II.

(c): The government proactively taking steps to promote blood donations and increasing the availability of blood.

Government support includes personnel, finances and capacity building. To promote VBD various steps are taken such as

 
(i) Donor recruitment and retention programme (ii) School education programme for awareness among the youth. (iii) District wise training programme on voluntary blood donation (iv) Sensitization workshops (v) Celebrations of World Blood Donors Day, National Voluntary Blood Donation Day and Youth Day (vi) Key messages by celebrities (vii) Mention on VBD in Inter-ministerial tie-ups (viii) Mass media campaigns
(d) & (e): As per the information received from Drug Controller General (India), the information received from the 33 States/ UTs so far, 07 unlicensed/ illegal blood banks and blood storage centers were found operating in the country. A statement indicating the details of cases and corrective measures taken by the concerned State Licensing Authority to put in place an effective monitoring mechanism to curb such activities in the country is at Annexure III.
