Question : BPL Cards in Odisha

(a) whether the Government is aware that Keonjhar, Mayurbhanj and Sundargarh districts of Odisha are tribal districts and most of the people of those districts belong to the poorest category;

(b) if so, whether the said people are facing lots of difficulties for getting Government benefits after abolition of BPL cards;

(c) if so, whether the Government would reconsider the same and take steps to issue BPL cards by conducting resurvey; and

(d) if so, the details thereof?

(a) & (b): The Keonjhar, Mayurbhanj and Sundargarh districts of Odisha are among 177 priority districts identified by the Ministry of Tribal Affairs for welfare and development of Scheduled Tribes (STs) in a focused manner. The automatically included population, according to Socio-Economic and Caste Census (SECC), 2011, in Keonjhar, Mayurbhanj and Sundargarh districts of Odisha is 28571; 9542 and 3878 respectively. Given the multi-dimensionality of poverty, SECC, 2011 followed multiple criteria for categorizing rural households into automatically excluded, automatically included and deprived categories. The Government uses SECC data to identify beneficiaries and to benefit them while implementing many of its social welfare programmes like, Pradhan Mantri Awaas Yojana-Gramin, Pradhan Mantri Jan Arogya Yojana-Ayushman Bharat, Pradhan Mantri Ujjwala Yojana etc.

(c) & (d): At present, there is no such proposal under consideration of the Government.
