Question : MISSION MODE PROJECTS UNDER NATIONAL E-GOVERNANCE PLAN



(a) whether the Government has given instructions to the States to submit Mission Mode Projects under the National e- Governance Plan (NEGP);

(b) if so, the details and response of the States thereon State - wise;

(c) whether the pace of implementation of e-Governance has been very slow in the country;

(d) if so, the details and the reasons thereof; and

(e) the time by which NeGP project is likely to be completed ?

(a) to (e) : A Statement is laid on the Table of the House. STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. 204 FOR 27. 08.2007 REGARDING MISSION MODE PROJECTS UNDER NATIONAL E-GOVERNANCE PLAN

(a) and (b): The National e Governance Plan (NeGP) was approved by the Government in May 2006. Under the Plan, 11 State Mission Mode Projects (MMPs) have so far been identified. The State Mission Mode Projects approved so far are at Annexure I. The Government approval for the NeGP was for the vision, implementation strategy, implementation framework & the roles and responsibilities of various entities under NeGP. No financial approval for the NeGP as a whole was obtained. Nodal Ministries/Departments are required to obtain financial approval for their respective MMPs as per the usual process. Financial approvals are accorded for proposals of States only after the concerned MMP has been approved by the Government of India. Among the NeGP MMPs being implemented by DIT through States, the Common Services Centre (CSC) MMP has been approved by the Government. So far, a total of 18 state proposals under the CSC Scheme have been approved by the DIT. The details are at Annexure II.

(c) and (d): Under the NeGP respective Government Departments / Ministries are required to define the specific objectives, timelines & milestones for implementation of their MMP in a time bound manner, hence their implementation has become more focused on outcomes. Further, since the NeGP has a programmatic approach, it is also ensured that the concerned line Ministry adheres to the service oriented philosophy of the NeGP and also requires State Governments to share the core and support infrastructure being created under the NeGP for States, i.e. the SWAN, CSCs etc.

(e): The NeGP is a programme and provides a framework for computerization and introduction of e Governance in Government Departments with a focus on delivery of services.Since MMPs can be added or deleted under NeGP, there is no timeframe for the NeGP as a whole. Individual MMPs as and when they are financially approved are required to provide definite timelines and milestones for implementation.
