Question : INSPECTION OF RURAL ROADS UNDER PMGSY



(a) whether the Union Government has given direction to the States that public representatives of various levels are required to get the under construction rural connecting roads inspected by the inspecting officers;

(b) if so, the details thereof;

(c) whether such inspection programmes are being organised in the States to ensure that good quality rural roads are constructed;

(d) if so, the details thereof during the last three years and the current year State-wise; and

(e) the future plan to make the inspection programme mandatory in order to ensure that good quality of roads are constructed in case the inspection programme is a mere formality?

(a) to (e) The PradhanMantri Gram SadakYojana (PMGSY) guidelines provide for the following arrangements for joint inspection of PMGSY projects by the public representatives with a view to ensuring that quality assets are created under the programme:-

# The Superintending Engineer concerned of the zone/region to request Hon`ble MP and ZillaPramukh representing that zone/ region once in six months to select any PMGSY project(s) for joint inspection as per the convenience of the Hon`ble MP/ Zilla Pramukh.

# The Executive Engineer in-charge of a division to request Hon`ble MLA/Chairperson of the Intermediate Panchayat concerned once in three months for joint inspection of any PMGSY project(s) as per the convenience of the MLA/Chairperson.

# The Assistant Engineer in charge of the sub-division to request the concerned Sarpanch of the Gram Panchayat once in two months to select any PMGSY project(s) for joint inspection as per the convenience of the Sarpanch.

As per the PMGSY programme guidelines, ensuring the quality of the road works under PMGSY is the responsibility of the State Governments who are implementing the programme. However, the States are advised to ensure the compliance of the above mechanism through the Empowered Committee Meetings, Regional Review Meetings, etc.
