Question : Medical Colleges


Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government has taken note of uneven distribution of medical colleges across the country, if so, the details thereof indicating the number of Government and private medical colleges along with the number of graduate and postgraduate seats therein, State/UT-wise;

(b) whether the Government has drawn any action plan to scale up the availability of medical colleges, particularly in States/ UTs deficient of medical colleges and also remote, inaccessible and hilly areas of the country and if so, the details thereof, State/ UT-wise;

(c) whether the Government has received any proposal for setting up of medical colleges from various States/UTs;

(d) if so, the details thereof and the action taken/proposed to be taken by the Government thereon during each of the last three years and the current year, State/UTwise; and

(e) the measures taken/proposed to be taken by the Government to maintain the standard and quality of medical education in the country?

(a) & (b): The details indicating the number of Government and Private medical colleges alongwith the number of graduate and postgraduate seats State/UT-wise are at Annexure-I & II. With a view to bridging the gap in underserved areas, the Central Government is implementing a CSS, namely “Establishment of new Medical Colleges attached with District/Referral Hospitals”. Under the scheme 58 Medical Colleges are to be established in districts which do not have a Medical College. So far funds for establishment of 22 Colleges have been released to states.



Further, the norms/criteria for establishing a medical college are prescribed by the Medical Council of India’s (MCI) Regulations namely “Establishment of Medical College Regulations, 1999”. This Regulation provides for relaxed norms relating to land requirement, bed occupancy to facilitate the setting up medical college in North East and Hilly Areas.

(e): Medical Council of India under the IMC Act, 1956 & Regulations made thereunder regulate and maintain the standards of medical education in the country.
