Question : Vacant Teaching and Non-Teaching Posts in Universities

(a) whether a large number of teaching and non-teaching posts are lying vacant in universities including Central Universities aided by University Grants Commission (UGC);
(b) if so, the details of such vacancies vis-a-vis sanctioned posts in these Universities, University-wise;
(c) whether the Government proposes to create pool of Ph.D holders and NET qualified students and to appoint them in universities and colleges;
(d) if so, the details thereof; and
(e) the steps taken or proposed to be taken by the Government to fill these vacant posts in a time bound manner?

STATEMENT REFERRED IN REPLY OF PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. 112 For 10.02.2020 ASKED BY SHRI KAPIL MORESHWAR PATIL,HON’BLE MEMBER OF PARLIAMENT, REGARDING VACANT TEACHING AND NON TEACHING POSTS IN UNIVERSITIES.
(a) Occurrence and filling up of vacancies is a continuous process. The University Grants Commission has informed that, at present there are 18243 sanctioned teaching posts and 34928 sanctioned non-teaching posts in various Central Universities across the country, out of which 6688 teaching posts and 12323 non-teaching posts are lying vacant as on date. Directions have been issued periodically by the government and the UGC to fill up vacant posts. As a result, out of the total teaching posts of the Central Universities under the purview of Ministry of Human Resource Development, lying vacant since June 2019, 6706 have already been advertised and 934 have been filledup to 24.01.2020.

(c) &(d) As a new initiative UGC has created an academic job portal on its website (www.ugc.ac.in) which helps NET/SET/Ph.D qualified candidates to bring their academic profiles to the attention of Universities/Colleges and other employers.
(e) UGC continuously monitors filling up of vacancies with the Universities.UGC has prepared guidelines for recruitment of faculty in Universities,Colleges and Institutions Deemed to be Universities outlining the selection procedure and the time frame for recruitment. This has been circulated to all Universities for adherence.
