Question : B.V.R. Mohan Reddy Committee

(a) whether B.V.R. Mohan Reddy committee appointed by the Government in 2019 had advised All
India Council for Technical Education (AICTE) to stop approving new engineering colleges and
adding more seats in the existing colleges for two years ;
(b) if so, the details thereof and the reasons therefor;
(c) whether it is true that there is substantial decrease/slump in the engineering seats in the country
making it a 10 year low in 2021 and if so, the details thereof;
(d) whether the AICTE proposes to review the ban or explore the possibilities to authorise new
colleges and to increase the seats from the year 2022 and if so, the details thereof along with the
number of colleges and seats likely to be increased; and
(e) whether the officials of AICTE have held any meeting with the above said committee and if so,
the details and the outcome thereof?

SHRI RAVI KISHAN HON’BLE MEMBERS OF PARLIAMENT REGARDING B.V.R.
MOHAN REDDY COMMITTEE
(a)& (b): The All India Council for Technical Education (AICTE) constituted a Committee in 2018
under the Chairmanship of Shri B.V.R. Mohan Reddy, Chairman, Board of Governors, Indian
Institute of Technology, Hyderabad on Short Term and Medium Term Perspective Plan for
Engineering Education. The Committee observed that capacity utilization during 2017-18 in
undergraduate and post graduate level was 49.8%(intake capacity vs enrolment ) and recommended
that no new capacity be approved by AICTE starting from the academic year 2020. The creation of
the new capacity can be reviewed every two years thereafter.
(c): The total approved intake in the AICTE approved Engineering Institutions has declined from
26,95,333 from Academic Year (AY) 2012-13 to 23,66,728 in AY 2021-22. The details regarding
number of institutes, total approved intake and total enrolment in AICTE approved Engineering
Institutions during the last ten years is at Annexure.
(d)&(e): The AICTE entrusted the task of reviewing the ban/ moratorium regarding opening of new
engineering institutions from AY 2022-23 to a committee headed by Shri B.V.R. Mohan Reddy.
The Committee has held three meetings on 18.10.2021, 10.11.2021 & 30.11.2021 and reviewed the
Engineering Capacity, Enrolment and Placement Data over the last three years in Engineering
Institutions. In the light of low enrolments into the Engineering and Diploma programmes across
the country, the Committee in its interim report submitted in December, 2021 recommended to
continue the moratorium on approving new Engineering Colleges in the country barring a few
exceptions.
