Question : REVISED CENTRAL RURAL SANITATION PROGRAMME



(a) whether the target fixed under the Revised Central Rural Sanitation Programme for the families living below poverty line has not been achieved during 1999-2000;

(b) if so, the reasons therefor;

(c) the funds allocated/provided for the purpose, State-wise;

(d) whether the Government propose to construct pucca lavatories in schools in the rural areas under this scheme;

(e) if so, the details thereof;

(f) whether the Government have received any proposal from any agency/State for the construction of lavatories in schools;

(g) if so, the details thereof; and

(h) the action taken by the Government thereon so far?

(a) & (b): The restructured Central Rural Sanitation Programme (CRSP), which came into effect from 1st April, 1999, moves away from the principle of State-wise allocation, to a demand based district wise campaign oriented approach in a phased manner. In view of this, no annual targets for construction of individual household latrines were fixed during 1999-2000. As per available information from the States/Union Territories, 5.76 lakh latrines for individual households below poverty line were constructed under CRSP during 1999-2000.

(c) The statement indicating the funds released during 1999-2000, Statewise, is at Annexure-I.

(d) to (h): School Sanitation is an integral part of the Total Sanitation Campaign under CRSP. For providing sanitary toilets in the schools, upto Rs.20,000 is allowed which is shared by the Government of India, State Government and the School authorities/ Parent Teacher Association in the ratio of 6:3:1. The Total Sanitation Campaign is presently being implemented in 150 identified districts of the country out of which project proposals from 85 districts have been sanctioned till yet, which include 90,802 school toilets.
