Question : Train Skill Labour Force

(a) the scheme of the Government to train skilled labour force in view of strategic role played by the manufacturing industry in the country’s Gross Domestic Product (GDP);
(b) the total number of persons provided employment after training in this sector during the last three years;

(c) whether the Government has extended its co-operation to the agencies associated with the manufacturing industry for this purpose;

(d) if so, the details thereof; and

(e) the targets fixed by the Government for the next three years ?

Answer given by the minister

(a) to (e) The Government is implementing a number of schemes for imparting employable skills to the youth through short term and long term training. Under Pradhan Mantri Kaushal Vikas Yojana (PMKVY 2016-20), the flagship scheme of Ministry of Skill Development & Entrepreneurship (MSDE), 31.12 lakh candidates have been trained till 10.07.2018, throughout the country and as per the reported data, 7.06 lakh candidates have been placed in various sectors across the country. Initiative has also been taken to set up Model Skill Centres called Pradhan Mantri Kaushal Kendras (PMKKs), in districts. As on date, 462 PMKKs have been established throughout the country. Industrial Training Institutes (ITIs) infrastructure has been strengthened to impart long term training. There are 14,273 ITIs in the country with seating capacity of 30.7 lakh.

Engagement with industry is an integral part of skilling programmes. Sector Skill Councils have been set up as industry led bodies to develop National Occupational Standards (NOS) as per changing requirement of industry, engage with industry for increasing opportunities for apprenticeship training and placements.
PMKVY (2016-20) has a target for skilling 10 million youth of the country.
