Question : Closed Paper Industries

(a) whether the Government had earlier promised to rejuvenate and restart the closed Paper Industries of Hindustan Paper Corporation located at Panchgram and Jagiraod in Assam;

(b) if so, the details thereof;

(c) whether the Government had also earlier promised that the pending dues of the employees of the closed industries since 2015 and 2017 would be paid off at the earliest; and

(d) if so, the details thereof?

(a) to (d): Cachar Paper Mill, Panchgram and Nagaon Paper Mill, Jagiroad are mills of Hindustan Paper Corporation Limited (HPC) in Assam. These mills are presently non-operational. A proposal for revival of HPC was under consideration when the National Company Law Tribunal (NCLT) through an order dated 13.06.2018 directed initiation of Corporate Insolvency Resolution Process under the Insolvency & Bankruptcy Code (IBC), 2016. Presently, HPC is under liquidation on the directions of NCLT, New Delhi and the National Company Law Appellate Tribunal (NCLAT). The Liquidator appointed for HPC by the NCLT, New Delhi is undertaking the process of liquidation as per the provisions of law.
