Question : TERRORISM IN J & K



(a) whether intelligence machinery in J & K has failed in combating growing terrorism;

(b) if so, the details of the concrete steps taken by the Union Government to combat terrorism to bring the situation under control in Jammu and Kashmir during the last one year;

(c) the number of civilians, Indian soldiers and the terrorists killed during the said period; and

(d) the new intiatives taken/being taken by the Government to solve the problem of the State?

STATEMENT REFERRED IN REPLY TO PARTS (A) TO (D) LOK SABHA STARRED QUESTION NO. 27 FOR ANSWER ON 21 st NOVEMBER, 2000

(a): No Sir.

(b): The intelligence agencies are countering the subversive and destructive activities of Pakistan sponsered terrorists in the State of J & K. They are working in coordination with each other and the security forces and have been providing actionable intelligence inputs to the latter. Strategic, tactical and operational intelligence inputs regarding J & K terrorism are being shared at various levels and also being discussed in the Unified Headquarters (UHQS) and in Operation and Intelligence Groups at various levels both within J & K and at Government of India levels.

The Government has adopted a multi-pronged approach to curb terrorism in Jammu & Kashmir, which includes, inter-alia, strengthening border management, pro-active actions and operations against the terrorists and their overground supporters in the hinterland, gearing up of the intelligence machinery, exercising greater functional integration through an institutional frame work of Operation Groups and Intelligence Groups of the UHQ and at various lower levels, providing improved technology, weapons and equipments for security forces and taking steps to provide protection to scattered and minority populations etc.

(c) The details are as under:

From November, 1999 to October, 2000

(i) No. of civilians killed 689

(ii) No. of SFs killed 408

(iii) No. of militants killed 1499


(d) The Government in conjunction with the State Government is continuing with its multi-pronged strategy to counter terrorism in J & K, which includes not only pro-actively tackling terrorism, but also taking steps to accelerated economic development and redress the genuine grievances of the people of J & K. The government has also made known its willingness to talk to all people of J & K who eschew the path of violence. As a part of its efforts to normalize the situation in J&K, the Government has instructed the security forces not to initiate combat operations against militants in Jammu & Kashmir during the coming most pious month of Ramzan.
