Question : Basic Services to the Urban Poor and IHSDP

Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:

(a) the current status of the ongoing projects under Basic Services to the Urban Poor (BSUP), Integrated Housing and Slum Development Programme (IHSDP) in various States, State-wise;

(b) whether there has been time and cost overruns in many of these projects;

(c) if so, the reasons therefor, project-wise along with the revised schedule for completion of the said projects; and

(d) the overall achievement made by these schemes?

(a) : State-wise details of current status of the on-going projects under Basic Services to the Urban Poor (BSUP) and Integrated Housing and Slum Development Programme (IHSDP) components of Jawaharlal Nehru National Urban Renewal Mission (JNNURM) are annexed.

(b) & (c): There has been time and cost overruns in some of these projects due to non-availability of encumbrance free land, rise of prices of construction materials, reluctance of slum dwellers / beneficiaries to shift temporarily in cases of in-situ redevelopment projects etc. The Ministry reviews status of ongoing projects under these schemes through Quarterly and Monthly Progress Reports, in the meetings of Central Sanctioning and Monitoring Committee (CSMC) and review meetings at the level of Secretary (HUPA). Through these reviews, State/UT Governments have been advised to complete the on-going projects at the earliest within the extended period of JNNURM i.e. by 31.03.2017.

(d): Under BSUP and IHSDP components of JNNURM, a total of 1507 projects for construction of 12,40,904 houses were approved. Till now, construction of 10,65,535 houses have been completed of which 9,06,168 houses have been occupied by the identified beneficiaries, whereas 1,50,320 houses are under construction in 465 on-going projects.
