(a) whether the Government has exempted builders from obtaining green nod for constructing educational universities;
(b) if so, the reasons therefor;
(c) whether the exemption from obtaining prior environmental clearance is subject to certain conditions; and
(d) if so, the details thereof?

(a) & (b) Yes Sir. Considering the larger public interest, the Ministry has provided exemption to building of educational institutions including universities from obtaining prior Environmental Clearance under the provisions of the Environment Impact Assessment (EIA) Notification, 2006 under the Environment (Protection) Act, 1986.
(c) & (d) The exemption, however, is subject to ensuring sustainable environmental management, solid and liquid waste management, rain water harvesting, use of recycled materials and compliance of the Guidelines issued by this Ministry vide Office Memorandum dated 9th June, 2015.
