(a) Factors that determine financial assistance to the poor patients under the two schemes namely;
1. Rashtriya Arogya Nidhi (RAN) and 2. Health Ministerâs Discretionary Grants (HMDG) are:-
Rashtriya Arogya Nidhi(RAN)
(i) The patient should apply in the prescribed proforma alongwith estimates from Treating Doctor, HOD and Medical
Superintendent
(ii) Below Poverty Line ration card,
(iii) Income Certificate from concerned Government revenue
authorities.
(iv) Financial Assistance is provided for certain life threatening diseases such as Cardiology & Cardiac
Surgery, Cancer, Urology/Nephrology, Orthopaedics, Miscellaneous Investigations, Drugs, other major illness
considered appropriate for assistance by Medical Superintendent/Committee of Doctors could be added to the list.
Health Ministerâs Discretionary Grant (HMDG)
(i) The patient should apply in the prescribed proforma alongwith estimates from Treating Doctor and Medical
Superintendent
(ii) Annual income for the family is below Rs.50,000/-
(iii) Income Certificate from concerned
Government revenue authorities.
(iv) Financial Assistance is provided for certain life threatening diseases such
as Cardiology & Cardiac Surgery, Cancer, Urology/Nephrology, Orthopedics, Miscellaneous Investigations, Drugs,
other major illness considered appropriate for assistance by Medical Superintendent/Committee of Doctors could be
added to the list.
(b) Financial Assistance is denied to the patients under the two schemes namely RAN
and HMDG are :-
Rashtriya Arogya Nidhi(RAN)
(i) Government Servants (Central/State Government and PSUs Employees) are not eligible to receive financial assistance
out of the Rashtriya Arogya Nidhi.
(ii) Re-imbursement of expenditure already incurred is not admissible.
(iii) The sanction of grant is restricted to patients taking treatment in Govt. hospitals, no assistance is provided for
treatment in private hospital.
(iv) Financial assistance is not admissible for disease of common nature where treatment is not expensive.
(v) If the patient is above poverty line .
Health Ministerâs Discretionary Grant (HMDG)
(i) Government Servants (Central/State Government and PSUs Employees) are not eligible to receive financial assistance
out of the HMDG.
