(a) whether any efforts have been made to introduce utility patent protection for small innovations;

(a) to (c): No, Sir. The Patents Act, 1970 already protects all inventions and does not discriminate between small innovations and inventions which can be termed as break through technology. Section 2(1)(j) of the Act defines the `invention` which can be protected under the Act. All such inventions, whether small or major, which fulfill the criteria of patentability as per the said Act are patentable.
