Question : Demand of Milk

(a) whether the demand of milk has increased in the country during the last three years and the current year;
(b) if so, the details thereof along with the annual growth rate thereof;
(c) the steps taken/ being taken by the Government to meet the increasing demand in the country;
(d) whether the cases of adulteration in milk have also risen; and
(e) if so, the steps taken/ being taken by the Government to stop adulteration in milk?

(a) & (b) Department had conducted a study on Demand of Milk and Milk Product in India under National Dairy Plan Phase I (NDP-I) scheme. As per the study the estimated demand and projection of milk and milk products are as under:
(i) The total consumption at the All India level in 2019 (including household and non-residential consumption) was 162.4 million metric tonnes for milk and milk products.
(ii) The demand projections of milk and milk products for the year 2030 at All India level is 266.5 million metric tonnes
(c) Department is implementing following Dairy Development schemes to meet the increasing demand of milk and milk products in the country:
(i) National programme for Dairy Development (NPDD)
(ii) Dairy Processing & Infrastructure Development Fund (DIDF)
(iii) Supporting Dairy Cooperatives & Farmer Producer Organisations engaged in dairy activities (SDCFPO)
(iv) Animal Husbandry Infrastructure Development Fund (AHIDF)
(v) Rashtriya Gokul Mission (RGM)

(d) No such report has been received by this Department. However, as per National Milk Safety and Quality Survey in 2018 conducted by Food Safety and Standards Authority of India (FSSAI), out of 6432 samples from 1103 cities covering all States and Union Territories, collected both from the organized (retailers and processors) and the unorganized (local dairy farms, milk vendors and milk mandis) sector, a low level of adulteration in milk with only 156 samples containing maltodextrin, 78 samples containing sugar and other 12 samples showing presence of adulterants.

(e) Major steps by FSSAI and Department of Animal Husbandry and Dairying (DAHD) to check adulteration in milk and ensure supply of safe and good quality milk are as under:

(i) Department provides financial assistance under various component of DIDF and NPDD for modernizing the processing plant and machinery, strengthening milk procurement, processing, value addition and storage infrastructure including quality testing equipment to ensure supply of safe and good quality milk.

(ii) A uniform logo under the Confirmatory Assessment Scheme was formed by DAHD and Bureau of Indian Standards (BIS) in consultation with various stakeholders including NDDB. This has brought ‘Product–Food Safety Management System–Process’ certification under one umbrella with featuring the earlier respective logos BIS-ISI mark & NDDB-Quality Mark and Kamdhenu Cow.

(iii) FSSAI has specified detailed standards for various categories of milk under Food Safety and Standards (Food Products and Food Additives) Regulations, 2011. It has also developed a detailed Manual on Methods of Analysis for Milk and Milk Products for use by laboratories.

(iv) FSSAI has comprehensively specified generic and specific sanitation and hygiene practices in Schedule IV of Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011 to be followed by dairy business.

(v) A harmonized Scheme of Inspection and Testing (STI) has been specified for dairy processing plants for the purpose of self monitoring and strengthening of internal controls.

(vi) State food testing laboratories and referral laboratories have been equipped with primary rapid testing machines such as Electronic Milk Analyzer and Tester for testing of various quality parameters and adulterants in milk.

(vii) For on the spot testing of adulterants in milk and milk products particularly in remote areas, 170 mobile food testing laboratories equipped with rapid milk analyser have been made sanctioned/ provided to Governments in States/ UTs.
